Chinese and Spanish enterprises have signed ten deals worth 17.6 billion U.S. dollars during President Xi Jinping's visit to Spain from November 27 to 29.

These deals cover the areas of finance, telecommunication, environment, machine, vehicle and medicine, hitting a new record of China-Spain trade and economic cooperation, said the spokesperson of China's Ministry of Commerce (MOFCOM).

China and Spain also inked intergovernmental cooperation documents such as a Memorandum of Understanding in the Third Party Market, Avoidance of Double Taxation and the Prevention of Fiscal Evasion and Inspection and Quarantine of Imported Pork Products and so on.

During the visit, China-Spain Business Advisory Council was formally established and the first meeting was successfully held, becoming another platform for deepening bilateral economic and trade relations.

Xi's visit coincides with the 45th anniversary of the establishment of diplomatic ties between the two countries, and the two sides have enjoyed excellent trade relations through all these years.

China is Spain's sixth largest trading partner in the world and the largest trading partner outside the EU. From January to September 2018, the bilateral trade volume hit 25.35 billion U.S. dollars, according to the MOFCOM.

China, Spain pledge stronger BRI ties against protectionism, unilateralism


China and Spain are cooperating in the Belt and Road initiative (BRI), yielding positive outcomes, and will continue to leverage the platform to oppose protectionism and unilateralism, Chinese experts said.

The comments came after a joint statement between the two countries during Chinese President Xi Jinping's three-day visit to Spain.

Zhao Junjie, a research fellow at the Chinese Academy of Social Sciences' Institute of European Studies, told the Global Times on Thursday that Spain has seen opportunities in cooperating with China on BRI.

"Although Spain faces pressure from conservatives who oppose free trade, the two countries' cooperation on BRI will not be interrupted," Zhao said, citing the freight train between China's small commodity hub of Yiwu and Madrid as a typical BRI achievement and an important bridge across Eurasia.

"Trains were not fully loaded when the line was first launched in 2014, but fully-loaded trains now depart every day from China," the research fellow said, while stressing that  Spain has a privileged position on the route.

Boosted by the route, Yiwu's imports from Spain surged 8.82 percent year-on-year to 60 million yuan ($8.6 million) in the first 10 months.

China is Spain's largest trading partner outside the EU, while Spain is the sixth-largest trading partner within the bloc for China. Bilateral trade reached $22.37 billion in the first eight months, up 10.6 percent year-on-year, according to the Chinese Ministry of Foreign Affairs.

Ding Chun, director of the Center for European Studies at Fudan University in Shanghai, told the Global Times that among EU members, Spain has shown stronger support for the BRI.

Both sides believe the Belt and Road initiative, as a platform of connectivity, will strengthen economic, trade and investment cooperation in third-party markets.

The two countries also stand ready to build synergy between BRI and related EU strategies, thus offering more mutually beneficial business and investment opportunities to Chinese and Spanish enterprises.

"On Spain's side, such cooperation in the third-party markets such as Africa will alleviate its refugee problem. It would also spark less geopolitical concerns than China-led projects in Europe," Ding said.  

China and Spain can cooperate on clean energy, including wind and tide energy, Zhao said, noting that cultural exchanges should also be strengthened through education, tourism and sports.

"Cooperation with Spain's small and medium enterprises should be given greater consideration," Zhao noted.  

"There are historical and geographic bases for China and Spain to conduct cooperation on the BRI," Xi said during a meeting with Spanish Prime Minister Pedro Sanchez on Wednesday, the Xinhua News Agency reported.

Cooperation with China boosts Philippines' strategic initiatives

Chinese President Xi Jinping's state visit to the Philippines from Tuesday to Wednesday has caught international attention.

China-Philippines relations have been one of the most vacillating connections among China and its neighboring countries. During the rule of Benigno Aquino III, bilateral relations were at a low ebb due to frictions over the South China Sea. Incumbent President Rodrigo Duterte changed the Philippines' diplomatic course and brought ties with China back to the right track.

Last year, China surpassed Japan and became the largest trading partner of the Philippines. The two are conducting negotiations over the possible joint exploration of oil and gas in the disputed waters. If they reach an agreement, it could serve as an exemplary model for South China Sea claimant countries.

However, not everybody is happy to see Beijing and Manila set aside disputes and develop friendly ties. Besides obstruction from pro-US factions within the Philippines, some US and Western forces do not want to see rapprochement between China and the Philippines and even pressure the Duterte government to cut relations.

Recently, some Western media claimed that most of the assistance and investment that China promised to the Philippines was never fulfilled. Such tone maliciously aims to drive a wedge between Beijing and Manila.

In recent years, China has been advancing its Belt and Road initiative in Southeast Asia and has no reason to skip the Philippines when seeking investment and cooperation. In fact, relevant departments of the two countries have been working to push forward the implementation of cooperation projects.

The West has been accusing China's Belt and Road initiative of locking some countries into a debt trap. However, when it comes to the Philippines, the West criticized China for not fulfilling its promises. Behind such hypocritical words lie the West's deep-seated prejudice and hostility against China.

When the US strategically targets China, it is difficult for the Philippines - geographically adjacent to China while closely watched by the US - to keep independent strategic thinking and remain firm-minded.

But independent thinking and strong political determination are essential for every country. When Duterte first thought about mending ties with Beijing, independent thinking prompted Manila to face the question: What advantages can the country gain from enmity with China, if any? Will the Philippines benefit from it or will it be exploited by external forces?

The whole region should keep alert to whom will benefit from confrontation among South China Sea stakeholders. As one of the US' allies in Southeast Asia, the Philippines will always be a tool of the West to instigate provocations in the waters. After twists and turns, Philippine society will form its own judgment.

Many Philippine elite might have thought that their country and the entirety of Southeast Asia could rely only on the US and the West before China's rise, yet most regional countries did not achieve modernization. China offers more options for the Philippines, and because of China's rise, the Philippines and Southeast Asia have gained more attention. Compared with the Aquino era, the Philippines under Duterte has acquired more strategic initiatives without becoming overly dependent on other countries.

China-Philippines friendly cooperation has changed the strategic position of the Philippines and brought about a new pattern for its development. It is expected that Xi's visit will accelerate bilateral cooperation.

As cooperation and political trust improve, China and the Philippines agreed on Tuesday to lift ties to a comprehensive strategic cooperation relations while stressing the need to manage disputes in the South China Sea through "friendly negotiations."

The decision was announced after visiting Chinese President Xi Jinping's meeting with Philippine President Rodrigo Duterte on Tuesday in Manila, the Xinhua News Agency reported.

Chinese experts stressed that the visit is a milestone event in the development of bilateral relations and the two countries will pursue greater cooperation under the framework of the China-proposed Belt and Road initiative (BRI) in the coming years.

As friendly neighbors across the sea, China and the Philippines enjoy geographic proximity and a strong bond that links the two peoples and cultures, Xi said, Xinhua reported on Tuesday.

Since Duterte took office, China and the Philippines have reopened the door of friendship and cooperation to each other, bringing real benefits to the two peoples and making important contributions to regional peace, stability and prosperity, Xi noted.

Xi's visit will largely promote bilateral relations as the visit shows that China values friendly relations with the Philippines, Gu Xiaosong, a research fellow on Southeast Asian studies at the Guangxi Academy of Social Sciences, told the Global Times on Tuesday.

"It is a milestone event in the development of bilateral relations," Gu remarked.

Glenn Penaranda, commercial counselor of the Philippine Embassy in China, told the Global Times on Tuesday that "Xi's visit is vital in highlighting the significant relationship between our two countries, particularly in trade and investments. The visit will encourage more and deeper engagements."

Improved China-Philippines relations will also play an important role in maintaining the stability of the South China Sea, experts noted.

"If China and the Philippines can reach an agreement on the exploration and development of oil and gas resources in the South China Sea, it will be a breakthrough in economic cooperation in the region and will largely promote the safety of the Asia-Pacific," Gu said.

Growth prospects

The prospects for economic and trade relations between the two countries are very bright as Philippine priorities are aligned with the key directions for industrial capacity cooperation under BRI, in sectors such as infrastructure, construction and building materials, chemicals and manufacturing, Penaranda said.

Gu agrees, saying that bilateral economic and trade ties will be further enhanced to a higher level, and the two countries will pursue more cooperation under the BRI.

As a developing country with more than 100 million people, the Philippines needs to improve its infrastructure and enhance the growth of its industrial enterprises, Gu noted.

"We need to better understand the opportunities for bilateral cooperation through increased engagements by enterprises," Penaranda said, noting that it is important that the frequent reciprocal visits of officials and business delegations continue.

Experts said China is committed to advancing the development with other countries and the Belt and Road initiative will bring greater growth to other developing countries and promote the economic integration of the Asia-Pacific region.

The two countries have conducted broad cooperation in transportation infrastructure and industrial parks and energy, and China is the Philippines' largest trading partner.

Trade between China and the Philippines increased 8.5 percent year-on-year to $51.28 billion, according to information released by China's Ministry of Commerce (MOFCOM) on Thursday.

As of the end of September, China's investment in the Philippines was $1.25 billion and the Philippines' investment in the Chinese market reached $3.33 billion, according to the MOFCOM.

Experts said cultural and educational exchanges between the two countries also see a huge potential.

The hospitality toward Chinese people is easily felt among the Philippine public.

The Chinese and Philippine flags were placed along Roxas Boulevard in Manila a week ago. Many Chinese who live and study in Manila waited along the boulevard on Tuesday to welcome Xi.

"We're so excited that President Xi has come to Manila. We hope the two countries could strengthen cultural exchanges in the future," Kui Jiangong, a PhD candidate from China who studies at Adamson University in Manila, told the Global Times on Tuesday.

"I have met many locals who like to discuss Chinese culture with me as they want to know more about China," he said. - Global Times

‘America First’ undermines multilateralism, Pence's APEC speech offers nothing new

‘America First’ undermines multilateralism


According to media reports, the Asia-Pacific Economic Cooperation (APEC) forum held in Papua New Guinea (PNG) was concluded on Sunday without leaders issuing the traditional communiqué, and PNG will instead issue a formal "chairman's statement," for the first time ever. PNG Prime Minister Peter O'Neill said talks broke down over language about the World Trade Organization (WTO).

The US is a strong advocate for WTO reform. While China has no objection for the necessity of reform, the two powers are widely divided over "what" to reform. The US thinks the WTO doesn't fit the current world economy and needs massive reform, but China hopes reform will focus on dispute settlement mechanisms.

China's view is echoed by most WTO members. But some developed countries have vacillated because they worry that the US, if objected, would exit the WTO and build another platform that it thinks enables fair competition. They also hope to benefit from US moves pressuring developing countries. As a major WTO founder, the US intends to overturn the system and start over again. This invites concerns that Washington would choose to support or abandon any international rule based on whether it serves US interest, bringing a fundamental tumult to international trade system.

"America First" has been deeply embedded in US foreign policy. Washington used to pursue its interest by building a US-led multilateral system, but now it just asks for benefits. Multilateral mechanisms are seeing their authority eroded. This will last for some time until Washington feels what repercussions of the collapse of the international system can bring to it.

Such impact will come sooner or later. Current international system carries Western values, endows a US leadership, supports the dollar as a major international currency and helps the US enhance its grip on international relations so that it can secure its interest easily. Destroying such a system will bring itself huge losses in the long run.

It's delusional of some US elites to think that China is the largest beneficiary of the international system since they mistakenly blame China for the US' own problems. China has realized its development through hard work, not by taking advantage of the international system. Though China's economy has rapidly expanded, it is due to China taking up a lot of work that US society doesn't want to do. A large share of China's foreign exchange that the country earned through toils has been borrowed by the US.

"American First" cannot become "America takes all." The US should give other economies room for further development and take care of its relationship with developing countries. All Western countries need to rethink the meaning of fairness. They can't take their vested interests for granted while hoping the developing countries stay at disadvantaged position forever.

Modifying WTO rules must aim at win-for-all, instead of interest redistribution for a few specific countries. It's impossible for the US to be the only winner. If it blocks the development path of other countries, the US itself will go nowhere either.

The APEC summit this year concluded without issuing a communiqué, but it is not a big deal. The summit between Chinese President Xi Jinping and his US counterpart Donald Trump during the G20 meeting later this month will carry much more weight. It is hoped Washington makes serious preparations for the summit and not pin its hopes on exerting pressure.- Global Times.

Pence's APEC speech offers nothing new

US Vice President Mike Pence aimed bluntly-worded criticism toward China while delivering a speech at the Asia Pacific Economic Cooperation meeting in Papua New Guinea on Saturday. He repeated the US' hardline approach in its trade conflicts with China, reiterated the US' determination of freedom of navigation and criticized China's foreign aid and cooperation with other countries.

Pence is considered the spokesperson for the US' tough position on China. Apparently, he shoulders the responsibility of piling pressure on China before the summit between Chinese President Xi Jinping and US President Donald Trump during the G20 meeting later this month.

But a few hours before Pence said that the US will not back down from its trade disputes with China unless Beijing bows to US demands, Trump told a number of journalists in the White House that he may not impose more tariffs.

Washington has made quite a lot of noise recently, and Pence's speech at APEC barely offers anything new. Pence said that China's assistance drowns recipient countries in a sea of debt and makes them compromise sovereignty, and that the US offers a "better option."

"We don't coerce, corrupt, or compromise your independence. The United States deals openly and fairly," Pence said. In reality, however, the country that does as Pence described is China and the one that jeopardizes the sovereignty of recipient countries is in truth the US.

The most prominent feature of China's international assistance and cooperation is that it comes with no political strings attached. Is there a better way than this to show respect for others' sovereignty? A big problem in the US' relations with developing countries is that Washington often interferes in their internal affairs. In fact, many Western countries have preconditions, mostly political, attached to their assistance, which touches upon the social governance system of developing countries and hence puts them in difficult positions.

Just look at how many times the US has found political fault with China when it comes to economic cooperation, with human rights issues often brought up during trade negotiations with China. The US also wants to intervene in the business of China's State-owned enterprises. With the US treating the strongest country among its cooperative partners this way, it's easy to imagine what a difficult time it gives to less powerful and underdeveloped countries in trade relations.

If the US can truly behave as Pence claims and make economic cooperation separate from others' sovereignty and based on an equal footing, there would be no major divergence in principles between China and the US. It's a blessing for the world in the 21st century that China emphasizes both sovereignty and equality when it comes to international economic cooperation.

We especially welcome the US to adopt this attitude toward China-US relations and make comprehensive China-US cooperation a role model for the world.

The core consideration of US diplomacy is geopolitics rather than global development. Washington cares about the neighboring regions of major powers and offers its assistance to these regions so as to weaken the influence of regional major powers. Meanwhile, distant countries are forgotten by the US and other Western countries. The South Pacific is one such region. It is China's mutually beneficial cooperation in the region that has drawn the attention of the US and other Western countries back there. The same goes for Africa. A number of African countries used to be ignored by the West in its geopolitical map. However, China's cooperation with Africa has reshaped the attitude of Washington and other Western countries toward Africa.

The China-proposed Belt and Road initiative has been warmly received by a large number of countries because it's not a geopolitical strategy, but a development plan guided by the principles of extensive consultation, joint contribution and shared benefits. It meets the pressing needs of developing countries and hence has ignited their passion for the initiative. When meeting with Xi on Friday, leaders and government representatives of eight South Pacific countries expressed their gratitude for China's longtime assistance and loans that have had no political requirements attached. This is the epitome of how welcome the Belt and Road initiative is.

It is hoped that Pence's words concerning sovereignty, respect and equality can become real action taken as part of US foreign policy. As long as the US has goodwill and real action, it will no longer need to criticize China and other countries will sense this and support it. Belittling a third party is not a noble act on the international stage.- Global Times

It has become a trend in the US to expand technological export restrictions against China, but it's uncertain to what extent Washington will enforce the restrictions. China shouldn't be swayed from the course of opening-up because of Washington's restrictions.

China tycoon to invest RM10b in Malaysia

Yan Jiehe says country is business friendly, with strong fundamentals


China’s Pacific Construction Group Ltd (CPCG) gave Malaysia a vote of confidence with a planned RM10bil investment over 10 years in areas including infrastructure development and hi-tech machinery.

Yan Jiehe (pic), founder of CPCG, which is No. 96th in 2018 Fortune Global 500, said Malaysia “is business friendly, and one of the most competitive countries in the region”.

“The country’s fundamentals are strong. You have excellent infrastructure, a robust eco-system and a big pool of trilingual talents. Kuala Lumpur, is thus, a strategic launch pad for our expansion into Asia Pacific.

“We plan to invest up to RM10bil over 10 years in Malaysia in line with our core business areas of infrastructure development, hi-tech machinery and education,” he said in a statement.

Yan also said CPCG was open to increasing its investment especially for federal projects that would benefit the people.

“With our track record of having successfully delivered complicated construction projects in China, we are confident that, in collaboration with local partners, we will be able to do the same in Malaysia,” he said.

The group, in a move to make it easier to invest in Malaysia and across Asia Pacific, CPCG has set up CPCI Holdings Sdn Bhd, a wholly-owned subsidiary in Kuala Lumpur as its regional technical competency centre.

CPCI is involved in a RM200mil construction project in Sahabat, Sabah.

“Within the next five years, we plan to employ 150 highly skilled professionals of which more than half will be Malaysians as we position CPCI as a major player across the Asia-Pacific region. These trilingual local talents will be invaluable to work on the group’s projects worldwide,” Yan added.

With CPCI, the group would be able to optimise its operations by centralising its regional decision-making and key activities in Kuala Lumpur including accounting, strategic business planning, business development, bid and tender management, as well as engineering services.

Under its education strategy, CPCI plans to set up business schools and universities, and provide scholarships to local students. As a start, CPCI will provide up to 500 scholarships for construction and engineering students in local universities.

On the group itself, CPCG had a total revenue of RM319bil and it is the biggest private-owned construction company in the world. Founded in 1995 by Yan, CPCG was named as one of the Top 500 Chinese enterprises. It is one of the largest integrated construction groups in China and Asia in terms of the total engineering contract revenue. - The Star

ADB  Panel debunks ‘debt trap’ concerns 

 'Belt and Road Initiative not out to cause hardship to recipients'


KUALA LUMPUR: The Asian Development Bank (ADB) and two China watchers do not believe that China is using its Belt and Road Initiative (BRI) to practise debt diplomacy and causing hardship to recipient nations.

“I don’t buy the notion of China practising debt diplomacy. It is not a sustainable model.

“I don’t think this is the objective of the Chinese government in launching the BRI,” said ADB vice-president Stephen Groff.

Groff told a regional China Conference here yesterday that the failure of some BRI recipient countries to repay loans was due to their “lack of capacity”.

China’s ambitious BRI, which spans more than 65 countries, has given rise to criticism that it will drag developing countries into debt they cannot repay.

Malaysia recently cancelled several projects, saying it could not afford to implement them.

Reminding accusers of China to adopt an evidence-based approach, Groff said countries should look at their capacity when coming to the negotiating table.

At the same panel discussion on “Avoiding Belt and Road debt trap”, Prof Dr Belal Ehsan of International Centre for Education in Islamic Finance said China’s BRI had played an important role in infrastructure investments in Asia.

“Every country in the world is corrupt. It is a question of degree. China now needs a new financial architecture for BRI.

“It cannot be debt-driven but risk-sharing and profit-sharing (like Islamic financing) so that no one is a loser in the end,” he said.

Describing the “debt trap” as a concoction of Western governments and media, chief economist of IQI Global Shan Saeed said: “The rise of China is inevitable, whether you like it or not.

“The US government, media and people do not understand history and culture.

“China has 5,000 years and US only 250.

“In the Western world, everything about China is bad. The time has come for us not to listen to the Western media and be dictated by Western policies.”

To reduce risk in BRI projects, Saeed proposed loans be denominated in local currency or yuan, and not in the US dollar.

ADB believes that adopting transparency and international standards in financing will also help nations reduce risk.

“Institutions have learnt from experiences in the 1990s on debt problems.

A series of attacks on China-funded projects in Malaysia by the Prime Minister is causing anxiety not only to Chinese nationals but also locals.


INVESTMENTS and mega contracts linked to China will have to brace for rocky times ahead if Prime Minister Tun Dr Mahathir Mohamad continues unchecked with his incessant tirade against Chinese endeavours in Malaysia.

The golden era for Chinese investments, which possibly peaked during the rule of former prime minister Datuk Seri Najib Razak, seems to have come to an unceremonious end.

The future of foreign direct investment (FDI) from China is now seen as unpredictable – at least for the next 3-5 years – under the new government of Dr Mahathir, according to Datuk Keith Li, president of China Entrepreneurs Association in Malaysia.

Li: ‘Malaysia must remember that by targeting Chinese investors in an unreasonable way, this will scare away not only FDI from China, but also from other countries.

“The series of comments made on Chinese investments by the PM have affected the confidence of Chinese investors. Those who originally wanted to come are adopting a wait-and-see attitude, while those already in are careful about their expansion plans,” says Li in an interview with Sunday Star.

The outspoken leader of Chinese firms notes that businessmen from the mainland are “worried”, although some comments of the Prime Minister were later “clarified” by other Cabinet Ministers or the PM’s Office.

“Malaysia must remember that by targeting Chinese investors in an unreasonable way, this will scare away not only FDI from China, but also from other countries as well,” adds Li.

Since his five-day official visit to China that ended on Aug 21, the 93-year-old Malaysian leader has caused anxiety to all by making shocking announcements.

While summing up his China trip on Aug 21, he declared he would cancel the RM55bil East Coast Rail Link (ECRL) and two gas pipelines being built by Chinese firms.

As the ECRL is of strategic importance to China’s Belt and Road Initiative – the policy which Dr Mahathir has repeatedly voiced his support for, Beijing would expect a renegotiation of the contract terms rather than an outright cancellation.

Dr Mahathir had reasoned that with national debt of over RM1 trillion, Malaysia could not afford these projects. In addition, these contracts are tainted with unfair terms and smacked of high corruption.


Although the Prime Minister said Chinese leaders understood Malaysia’s situation, reactions of Chinese nationals on social media were unforgiving with many suspecting Dr Mahathir “has other motives”.

Many see Dr Mahathir as attempting to raise Malaysia’s bargaining power in the negotiation for compensation for the cancelled projects. China, according to social media talk, is asking for RMB50bil as compensation.

On social media, there are also suggestions that Dr Mahathir is aiming at his predecessor as most China-linked projects were launched during the rule of Najib.

During the rule of Najib, Malaysia-China relations were intimate.

This has resulted in the influx of major construction and property companies from the mainland, followed by banks and industries.

But on May 9, Dr Mahathir’s Pakatan Harapan coalition toppled the Barisan Nasional government of Najib after the most bitterly fought general election in local history.

The second-time premier has put the blame on Najib for the massive 1MDB financial scandal, which Najib has denied, and mismanagement of the country’s finance.

And while the Chinese nationals are all riled up by the cancellation of ECRL, Dr Mahathir came up with an ill-advised statement.

Last week he ordered a wall surrounding Alliance Steel, which is investing US$1.4bil (RM6bil) for a massive steel complex, to be demolished. This was seen as unreasonably targeting a genuine FDI.

Although the foreign ministry later clarified that the leader had mistaken the wall to be built around the Malaysia-China Kuantan Industrial Park (MCKIP), the anger of Chinese nationals lingers on.

The industrial park is a G-to-G project to jointly promote bilateral investments. There is an even bigger sister industrial park in China that houses many Malaysian firms. All these were built during Najib’s reign.

Dr Mahathir’s statement has also caught the attention of China’s Global Times, the mouthpiece of the Communist Party of China.

In an editorial on Aug 28, the news portal warned: “Many words of Kuala Lumpur can spread to China via the Internet, causing different reactions. How the Chinese public sees China-Malaysia cooperation is by no means inconsequential to Malaysia’s interests.”

It noted “while Dr Mahathir advocates pursuing a policy of expanding friendly cooperation with China ... but when it comes to specific China-funded projects, his remarks gave rise to confusion. Like this time, it is startling to equate the controversy surrounding a factory wall with state sovereignty.”

Global Times added: “When such remarks are heard by Chinese people, the latter find it piercing. They will definitely make Chinese investors worry about Malaysian public opinion and whether such an atmosphere will affect investment in the country.”

In fact, it would be unwise for the government to disrupt MCKIP. Co-owned by Chinese, IJM Corporation and Pahang government, this industrial park has lured in Chinese FDI of over RM20bil.

It is an important economic driver in the East Coast and has aimed to create 19,000 jobs by 2020.

While the “wall” statement might be seen as a minor mistake, Dr Mahathir’s flawed announcement last Monday that foreigners would be barred from buying residential units in the US$100bil (RM410bil) Forest City stirred another uproar.

On Aug 27, Reuters quoted Dr Mahathir as saying: “That city that is going to be built cannot be sold to foreigners. Our objection is because it was built for foreigners, not built for Malaysians. Most Malaysians are unable to buy those flats.”

Currently being developed by Country Garden Holdings of China, this 20-year long project, built on reclaimed land in Johor Bahru, aims to house 700,000 people. As about 70% of the house buyers are Chinese, some locals fear this could turn into a China town.

Unlike Alliance Steel that has stayed silent, Country Garden fought back by seeking clarifications from the PM’s Office.

In a statement, the major Chinese developer said all its property transactions had complied with Malaysian laws.

Citing Section 433B of the National Land Code, it added a foreign citizen or a foreign company may acquire land in Malaysia subject to the prior approval of the State Authority.

In addition, it said Dr Mahathir’s comment did not correspond with the content of the meeting he had with Country Garden founder and chairman Yeung Kwok Keung on Aug 16.

During the meeting, Dr Mahathir said he welcomed foreign investments which could create job opportunities, promote technology transfer and innovations.

In fact, this forest city project – along with ECRL – were the main targets of attack by Dr Mahathir before the May 9 election.

Opposition to these projects had helped drive Dr Mahathir’s election campaign, during which he said was evidence of Najib selling Malaysia’s sovereignty to China.

These projects, together with major construction contracts won by Chinese and the inflow of industrial investments, place the total value of Chinese deals at more than RM600bil in Malaysia.

But few would expect Dr Mahathir to use his powerful position to resume his attacks on China-linked projects so soon after his so-called “fruitful visit” to Beijing.

During his official visit to Beijing, the Malaysian leader was accorded the highest honour by China, due mainly to respect for “China’s old friend” and strong Malaysia-China relations built since 1975.

Dr Mahathir was chauffeured in Hongqi L5 limousine, reserved for the most honourable leaders, and greeted in an official welcome ceremony by Premier Li Keqiang. He was also guest of honour at a banquet at Diaoyutai State Guesthouse hosted by President Xi Jinping.

But beneath these glamorous receptions, there were reservations exuded by the Chinese for this leader whose premiership is scheduled to end in two years.

There were no exciting business deals signed in Beijing. There was absence of high diplomatic rhetoric that “Malaysia-China ties have been elevated to another historic high”, oft-repeated during Najib’s past visits.

Many even notice that Premier Li and Dr Mahathir had a cool handshake after their short joint press conference in Beijing.

And although China promised to buy Malaysian palm oil, the statement was qualified with “price sensitivity”, which means it will not buy above market price.

In addition, there was no mention of “buying palm oil without upper limit”, which was promised to Najib last year.

If Dr Mahathir’s original intention was to target Forest City and its owners, his move has certainly backfired. The country will have to pay a price for his off-the-cuff statement.

The “new policy” will have serious ramifications as it would hit the value of the properties not only in Forest City but also in other China-linked and non-Chinese projects.

Country Garden’s Danga Bay project will also be hit. It now faces a more daunting task of selling the balance of about 2,000 units in Danga Bay, according to a Starbiz report.

Other Chinese developers like R&F Princess Cove and Greenland Group will be affected.

VPC Alliance Malaysia managing director James Wong told Starbiz there may be legal suits against the government.

“That may force Country Garden to scale down because it has invested a lot with its industrial building systems factory and an international school, among other investments. It will impact Country Garden and Malaysia’s property sector negatively,” Wong said.

“Foreign buyers and other foreign companies will shy away,” Wong added.

The change in government and the insensitive comments on China-funded projects have turned Malaysia into a high-risk investment destination for the Chinese, according to Li.

“We don’t know which China projects will be targeted next. Looking back, it’s a blessing in disguise that we were pushed out of the RM200bil Bandar Malaysia project. It is also lucky that Chinese money has not gone into the RM30bil Melaka Gateway project,” says Li, who owns a travel agency in Malaysia.

“In the immediate future, more tourists from China are likely to shy away from Malaysia.

“Malaysia may not hit the target of having three million visits from China this year,” Li adds.

A wave of restrictions or taxes on foreign purchases already stretches from Sydney to Hong Kong to Vancouver. Measures targeting foreign home buyers have included stamp duties, restrictions on property pre-sales to non-residents and limits on the types of homes that can be purchased.

‘New Colonialism’

New Zealand is banning foreigners from buying existing residential properties after Prime Minister Jacinda Ardern campaigned in last year’s election on pledges including affordable housing. Canada and Australia have rolled out one restriction after another, and Singapore just ramped up a tax on overseas buyers. Denmark and Switzerland have restrictions, a Grattan report shows.

The 93-year-old Mahathir’s comments came at a late stage of the game. Globally, property shows signs of cooling from the post-crisis boom. His concern seems to be sparked not by property market overheating but, rather, foreign investments that don’t benefit Malaysia and what he terms the risk of “a new version of colonialism.”

Late Tuesday, a statement from Mahathir’s office said the nation welcomes all tourists, including from China, as well as foreign direct investment that “contributes to the transfer of technology, provides employment for locals and the setting up of industries.” It didn’t refer to Forest City.


“Mahathir has never liked the idea of Forest City or the idea of many foreigners buying up property in Malaysia,” said Ryan Khoo, co-founder of Alpha Marketing Pte Ltd., a Singapore-based real estate consultancy.

Foreigners will be blocked from buying units at the project, on artificial islands in Johor, and refused visas to live there, Mahathir said at a press briefing on Monday. That left analysts and local officials parsing his words to guess at how bans might work. The Chinese developer, Country Garden Holdings Co., said his comments clashed with past assurances. The project’s targeted buyers have included people in mainland China.

With a wall of Chinese money blamed for pushing up prices around the world, local lawmakers, media and the public can struggle to disentangle xenophobia from legitimate efforts to constrain inflows of capital. In Australia, “populist reporting” exaggerated the role of Chinese investors, according to Hans Hendrischke, a professor of Chinese business and management at the University of Sydney.

Chinese buyers had the “bad luck” of becoming overly visible in markets around the globe, said Carrie Law, chief executive officer of Juwai.com, a Chinese international property website.

Foreign buyers get blamed for soaring home costs even when the evidence is minimal. More than 60 percent of Sydney residents cite foreign investment for price increases, according to a survey from University of Sydney academic Dallas Rogers. That’s despite research by Australia’s Treasury showing only a marginal impact. Likewise, data suggest foreign buyers play only a small role in New Zealand’s housing market.

No Chinese belt, road or bedrooms for Malaysia

PERPLEXED, wounded, indignant or still optimistic. The Chinese developer Country Garden Holdings Co can put any spin it wants on its Forest City project, a US$100bil Malaysian township whose fate suddenly has been thrown into doubt after Tun Dr Mahathir Mohamad’s pointed refusal to let foreigners buy apartments or live in them long term.

One thing is clear, though: The prime minister is not acting impulsively. The project claims to be a “new global cluster of commerce and culture,” and a “dream paradise for all mankind.” However, in Malaysian political discourse, Forest City is just a gigantic Chinatown of 700,000 residents.

Taking on the developer is part of Mahathir’s broader plan to redefine Malaysia’s relationship with Beijing, pulling Kuala Lumpur away from the client-state mindset introduced by his predecessor.

Already, the 93-year-old leader has cancelled the Chinese-funded East Coast Rail Link, dealing a blow to China Communications Construction Co, which was building the US$20bil belt-and-road route. Datuk Seri Najib Tun Razak, ousted in May, claimed the link would bring prosperity to eastern Malaysia.

But Dr Mahathir, who spoke bluntly in Beijing this month against “a new version of colonialism,” took a very different view of the railway, which would have connected areas near the Thai border along the South China Sea to busy port cities on Malaysia’s western coast, near the Strait of Malacca.


He also shelved a natural-gas pipeline in Sabah, a Malaysian state on the island of Borneo. Dr Mahathir justified the cancellations on the grounds that they were too expensive.

However, the abrupt message to Country Garden, which is neither linked to the Chinese state nor would add a dollar to Malaysia’s national debt, shows that sovereignty – and Malaysia’s racial politics – are Mahathir’s real concerns.

Two-thirds of the homebuyers in Forest City are from China. Last year, as a trenchant critic of Najib’s policies, Dr Mahathir flagged the risk that anybody living in Malaysia for 12 years would be able to vote.

Country Garden should have seen the political risk in marketing the flats to mainland Chinese, who were separately lapping up long-stay visas under Najib’s Malaysia My Second Home programme. Najib’s generosity toward the mainland wasn’t the natural state of affairs. In 1965, the country expelled Singapore from the Malaysian federation out of fear that the peninsula’s majority Muslim Malays could lose their political dominance to the island’s ethnic Chinese.

If Country Garden misread the political tea leaves, it’s also wrong to bark up the legal tree after Dr Mahathir’s outburst. So what if Malaysia’s national land code permits foreign ownership? Approval of global investors may not matter all that much to a politician who has, in his previous innings, trapped their money at the height of a financial crisis.

The new prime minister isn’t as reliant on Beijing as his predecessor. If anything, he has to reward local businessmen and contractors for switching their allegiance from Barisan Nasional, the erstwhile ruling coalition that suffered its first loss of power in six decades.

It’s a given then that Malaysia under Dr Mahathir will have little appetite either for One Belt, One Road – or, for that matter, three- and four-bedroom apartments that could create a new political constituency.

Forest City could still be salvaged, but as a predominantly local project. If Donald Trump can unilaterally change the rules of game for China and Chinese businesses, so can, in his limited sphere, Dr Mahathir. As far as Country Garden is concerned, he just has.
